why is it so hard to find an acs with actual sounds instead of just placeholders, or none at all!

I have TSC's 2025 version, but is there a version that has the terrain for the outside? I found a folder named "Surface" which seems to have buildings and tram stuff, but there's no terrain to go with it, so I'm wondering if someone has a version of TSC with said terrain. sorry if ts confusing yo
